Puntland authorities are mobilizing local clans in the Bari region to combat the escalating threat of Daesh, following a deadly attack on a military base in Dharjaale village. This effort, led by First Deputy Speaker Mohamed Bari Shire, emphasizes the need for grassroots collaboration to eliminate militant strongholds.
On December 31, 2024, Puntland security forces repelled an Daesh assault on the Dharjaale military base, killing 12 militants, including foreign fighters. However, the attack claimed the lives of 20 soldiers, left over 30 injured, and exposed significant security vulnerabilities. Deputy Speaker Shire narrowly escaped harm during the incident, which underscored ISIS’s growing boldness in the region.
Meetings with tribal elders from remote eastern villages, particularly near Al Miskaad, have highlighted the importance of uniting local communities against extremists. Shire described Bari as a sanctuary for Daesh and Al-Shabaab, stressing that security forces alone cannot defeat the threat. “We need the courage and cooperation of our people to reclaim our communities,” he said.
The Dharjaale attack revealed significant intelligence gaps, as militants moved undetected through multiple villages. Residents, intimidated by Daesh violent tactics, have hesitated to share information, allowing militants to operate freely. Local participation is seen as essential to addressing these challenges.
President Said Abdullahi Deni has launched Operation Hillaac, a large-scale counter-terrorism initiative aimed at eradicating militant hideouts in Puntland’s rugged terrain. “This fight is critical for the survival and stability of Puntland and Somalia,” Deni declared.
Former Prime Minister Omar Abdirashid Ali Sharmarke and ex-President Mohamed Abdullahi Farmaajo have called for unified federal support. Farmaajo praised Puntland’s efforts, describing the Dharjaale operation as a vital step in Somalia’s fight against extremism.
According to Hiiraan Online Analysts warn that Puntland’s strategic location and mountainous terrain make it a focal point for Daesh operations. Under the leadership of Abdulqadir Mumin, Daesh-Somalia has strengthened its presence, attracting foreign fighters and funding, while positioning itself as a significant Militants hub in Africa.
