Cape Verde and the United Nations have launched a Joint Cooperation Plan for 2025, with a budget of $20 million. The plan aims to boost key development areas across the country. UN Resident Coordinator Patricia Portela announced the initiative during the first meeting of the “One UN in Cape Verde 2025” steering committee on Monday in Praia. The document was signed by Portela and Miryam Vieira, Cape Verde’s Secretary of State for Foreign Affairs and Cooperation.
The plan includes topics such as digital transformation, energy transition, social inclusion, and environmental sustainability. These priorities aim to promote inclusive growth and long-term stability in Cape Verde.
The 2025 plan builds on progress made in 2024. Portela noted that last year’s efforts brought “visible gains” in key sectors. One significant achievement was the expansion of the Unified Social Registry, which helps direct social support to vulnerable groups.
The plan also enabled Cape Verde to join the Labor and Social Protection Accelerator. This UN initiative aims to eliminate extreme poverty by 2026. It involves various UN agencies, funds, and programs working together to tackle poverty’s root causes.
Healthcare improvements were another highlight. In 2022, primary healthcare services reached 69 percent of the population. By 2024, this figure rose to 81 percent, with a goal of 91 percent by 2027. These efforts aim to make healthcare more accessible across the country.
The 2024 plan also focused on other important areas. It supported a digital transition strategy in education and introduced a new Statute on Children and Adolescents. Environmental efforts included expanding marine protected areas and improving environmental management.
In agriculture, the plan strengthened value chains to help local farmers. It also improved water access for about 26,000 people. Resources dedicated to gender-related issues increased by 20 percent, highlighting the focus on gender equality and social inclusion.
The 2025 Joint Cooperation Plan reflects the ongoing partnership between Cape Verde and the United Nations. By focusing on digital growth, renewable energy, and social equity, the plan seeks to empower communities and build resilience against economic and environmental challenges.
