Angola has initiated a public consultation for its draft National Gas Master Plan (NGMP), marking a significant step in the nation’s energy policy development. This consultation allows the public to provide feedback, suggestions, and critiques on the plan.
The NGMP, accessible on the Ministry of Mineral Resources, Petroleum, and Gas’ website for 30 days, aligns with Angola’s goal to increase natural gas’s share to 25% in its energy mix by 2025. The plan acts as a roadmap for guiding investments in the gas sector, with a focus on expanding infrastructure, attracting investments, and boosting domestic production.
José Barroso, Angola’s Secretary of State for Mineral Resources, Petroleum, and Gas, emphasized that the public consultation is critical for ensuring that the interests of all stakeholders in the natural gas value chain are addressed. This process is essential for securing the consensus and support of experts and the broader society on the extraction and sustainable use of gas resources.
As part of the broader National Development Plan (2013-2027), the NGMP provides a comprehensive 30-year strategy to harness, develop, and monetize Angola’s gas reserves. It positions natural gas as a key driver of economic growth and promotes investment across the entire gas value chain.
The NGMP also aims to create a favorable regulatory and fiscal framework, encourage exploration and development of discovered gas reserves, and build the necessary infrastructure. It follows the enforcement of Law 10/14, later amended by Law 5/19, which bans gas flaring in hydrocarbon operations. The plan seeks to resolve infrastructure shortages that have hampered gas development, offering a detailed guide for expanding Angola’s gas industry.
