The United Nations Support Mission in Libya (UNSMIL) stated on Thursday that it was pleased with the progress made in discussions between the House of Representatives and the High Council of State regarding the Central Bank of Libya and hoped the parties would come to a final agreement.
“The mission welcomes the progress achieved on the principles, criteria, and timeline that should govern the interim period leading to the appointment of a new governor and board of directors for the Central Bank. However, it regrets that the two parties have yet to reach a final agreement,” UNSMIL said on their official X account.
In Libya, there are two governments that don’t recognize to one another. First, the Government of National Accord (GNA), supported by the UN and headed by Abdul Hamid Dbeibeh, is based in Tripoli. The second is headed by Osama Hammad and is based in Benghazi. It has authority from the House of Representatives.
Libya no longer functions as one nation since Muammar Gaddafi was overthrown and killed in 2011. The Libyan National Army, led by Marshal Khalifa Haftar, has been supporting the authorities in the east of the country during a standoff that has occurred in recent years between them and the authorities in Tripoli, in the west of the country.
A transitional executive authority was chosen by the UN-sponsored Libyan Political Dialogue Forum in Geneva in 2021; general elections have not yet taken place.
