The United States Treasury has imposed sanctions on Mirghani Idris Suleiman, accusing him of spearheading Sudan’s efforts to obtain weapons for its ongoing conflict with the Rapid Support Forces (RSF). A Treasury press release dated October 24, 2024, outlined these measures, stating that Suleiman, Director General of the Defense Industries System (DIS), has played a central role in arms procurement, intensifying the scale and devastation of the conflict.
As head of DIS, the Sudanese Armed Forces’ (SAF) primary body for weapons production and procurement, Suleiman allegedly orchestrated deals that have prolonged the hostilities. The press release indicated that SAF has prioritized weapon acquisitions from external partners, including Iranian drones and a port-for-weapons agreement with Russia, which has emboldened the SAF to pursue further military escalation instead of negotiations.
Acting Under Secretary of the Treasury for Terrorism and Financial Intelligence Bradley T. Smith emphasized the significance of the sanctions, highlighting Suleiman’s role in prolonging violence and complicating peace efforts. “The United States is dedicated to preventing both parties from securing arms or financial support that hinders peaceful resolution,” Smith stated.
The sanctions block all of Suleiman’s property and interests located in the United States or under the control of US entities, which are required to report holdings to the Office of Foreign Assets Control (OFAC). Furthermore, any entity directly or indirectly owned at least 50% by Suleiman or other sanctioned individuals is also subject to restrictions, barring any US involvement unless licensed or exempted by OFAC.
Financial institutions or individuals engaging in transactions with Suleiman or affiliated entities may also risk penalties. US law prohibits any contribution or provision of funds, goods, or services benefiting designated persons or receiving funds, goods, or services from them, without specific authorization.
