Representatives from over 30 African countries will gather in Lusaka, Zambia, for a military law conference starting Tuesday. The event will address the role of legal advisers in troop deployments amid ongoing conflicts affecting stability in Africa.
The African Military Law Forum, spanning four days, is being organized in collaboration with the Zambian Defense Force, U.S.-Africa Command, U.S. Army Europe and Africa, and the North Carolina National Guard.
The conference will bring together military leaders and judges to focus on how legal advisers contribute to troop deployment operations.
Retired Colonel Max Maxwell, deputy legal counsel at U.S.-Africa Command, highlighted the importance of maintaining legal standards during deployments. He noted, “Deployments often take troops to remote locations, making it essential to adhere to legal protocols. Soldiers must be accountable, commanders should have legal support, and professionalism must be emphasized. Our goal is to develop forces that are respected and trusted by the public.”
Maxwell stressed that ensuring professional behavior is key to achieving successful troop missions.
He noted, “When armies are held accountable, maintain professionalism, and have legal advisers, they are more likely to succeed in their missions and minimize negative outcomes. Upholding this standard of conduct fosters partnerships and keeps military efforts aligned with legal principles, especially in the face of growing challenges and complex conflicts.”
Brigadier General Dan Kuwali of Malawi added that the conference will explore methods to prevent human rights abuses during deployments.
Kuwali stated, “We aim to enhance our capabilities as legal advisers to help troops avoid violations and ensure accountability. Promoting professionalism is essential, as adherence to the law enhances our reputation as a credible force.”
The forum is occurring as the U.S. strengthens its military and security partnerships with African countries.
Captain Portia Magongo from Eswatini emphasized the need for legal advisers in deployment planning. She remarked, “Legal advisers play a critical role in guiding decision-makers and commanders. Their advice on political and military policies is crucial for making informed deployment decisions.”
