President Emmerson Mnangagwa of Zimbabwe has announced a cabinet reshuffle, demoting Foreign Affairs Minister Frederick Shava and assigning him to the Ministry of Higher and Tertiary Education. Amon Murwira will take over as the new head of the Foreign Affairs Ministry. This change marks the third reshuffle during Mnangagwa’s second presidential term.
In a statement on Tuesday, Chief Secretary to the President and Cabinet Martin Rushwaya confirmed that the reassignments take effect immediately, in accordance with Section 104 Subsection (1) of the Constitution of Zimbabwe.
Rushwaya outlined the changes, stating: “Hon. A. Murwira, M.P. Minister of Foreign Affairs and International Trade. Hon. F.M. Shava, M.P. Minister of Higher and Tertiary Education, Innovation, Science and Technology Development.”
Frederick Shava, who has served as Foreign Affairs Minister since 2021, previously resigned in the 1980s amid a corruption scandal linked to a questionable vehicle deal involving government officials. The Justice Sandura Commission identified Shava among those implicated in purchasing cars from Willovale Motor Industries and selling them at inflated prices. After the scandal, he resigned, narrowly avoided imprisonment, and later served as ambassador to China before representing Zimbabwe at the United Nations.
This latest reshuffle reflects Mnangagwa’s ongoing efforts to reorganize his administration during his current term in office.
